It's old fashioned and a little cowardly, but I think the classic act of buying a woman a drink is a very good icebreaker. It works in my mind, as I'm so shy with people I don't know, so if I were to send over a drink from the bar I can make the first move without actually talking to her. You would hope that by investing in a drink, that the female in question would feel they owe it to you to at least acknowledge you, and hopefully spare some time to talk.
In my mind, this approach would work in a not-too-crowded cocktail bar. The lady in question would be travelling on business and on her own, so it's possibly a hotel bar, and she would be at a loose end and maybe a little lonely and open to some interaction with a stranger.
It unfolds with the drink being sent over, and the waiter gesturing to where I am at the bar when he delivers it to the object of my attraction. She looks over, a little confused and I smile and wave. She smiles back, hesitantly, still wondering what is going on. That's when I take a deep breath and approach her, my own drink in hand, and make a comment about how since we are both alone, perhaps we could pass the time together.
The drink itself? A cosmopolitan. Stylish. Classic.

Oh Miss C...I wonder if I could assist you with your task this week. I would be happy to contribute an icebreaker that worked a treat with me. I guess you could say that it was making myself available for someone to break the ice with me!
I was in the bathroom in a bar recently when I spotted a lovely, sexy young woman at the mirror next to me. I started to admire my collar (the same as yours I believe!) in the mirror and fiddle with it, rearranging it around my neck. She couldn't help but stop to lok as it is rather striking. She said 'Mmm...nice jewellery...how unusual', to which I replied, with a naughty glint in my eye, 'it's not jewellery...'
We struck up a conversation where she mentioned that she suspected what it was for and that she had some experience in this area. I then bought her a drink (always a good move!) and got her phone number. We have enjoyed several amazing nights together since...
